There's a whole story behind this, but it's long so I'll spare details. Basically, I've personally experienced/witnessed guys treating you with so much care and affection, but not want a relationship for whatever reason. Guys who ask to be official but won't do the bare minimum for you. I even know a guy who proposed to his partner after just 2 years, treats her like a queen (to her face), but behind her back, does things that are questionable if not cheating.
I've always heard things like "if he wanted to, he would" or "if he really loved you, he would commit" etc and I used to agree because well, they're logical. But clearly, a guy can do all the right things without truly being in love. It's making me seriously question how one can really know a guy is with you because he loves you, not because he's gaining something from you.
